Axis AA Units locked in Reserve TB (closed TB PBEM)

Game Turn is 60 of GC, v01.04.01 started game (switched to v01.04.02_Beta at some point). It's form an PvP on Kulik Discord between Stamb and Deaniks (PBEM IIRC).
What you can see here are is a AA Unit in Reserve TB which is locked...or was not unlocked by being moved to Reserve in T16. I do not have further info other than the game was played with closed TBs, so it can't rly be a player issue I suppose. Now,....it may be connected to this issue in some weird way, when "TB AI" sends around AA units as it likes - especially into Western TB?! (see the small attached pic for an example)
