Living In A Nebula

Started up a new game... and my Homeworld is in an Radiation Zone nebula. I am debating between making a bug report and writing an AAR, possibly both. It seems to effect my Leaders as well, as both my starting Leader and Scientist got the demoraliziing trait.
Should Nebulas really slow down skip jumps inside a star system? I'd think the stars solar pressure would disperse it.\
I had an earthquake that lowered by planet quality by 5, and one of my exploration ships was disabled by some junk dealers. The nearest star in the Nebula was Greer, which I believe is a story planet - it had story text telling me off because I was not Boskara.
In the end it was even more boring than pre warp starts before x8 was enabled, so I quit. A pity - it was a great starting system otherwise.
