I'm trying to change the initial deployment locations of my NATO units and whatever keys I'm pressing are either the wrong ones, or I'm not allowed to redeploy -- so just wanted to check in here to see if I can't redeploy units in this scenario.

If you look closely you should see a tiny lock symbol above units that can't move during set up. I struggled with this at first too as the lock was so tiny and I have a 27" monitor.

Thanks! I see it over the HQ but not over sub-units, so I assume it must apply to all sub-units as well. Anyway, that's all I needed to know!
