What I want to do is to change the TOE of all Infantry units to 95% of TOE. How do I do that?

Can`t find it in the phys manual but remember seeing it a long time ago

please help. thank you

Use the Commanders Report, there you have some Functions in the top center.
Those will be applied to all Units you have filtered for.
