When rebels take over a city, they turn into a minor faction. They will apparently move out of the city on the same turn if they have movement points left. If you then walk into the city unopposed, all rebels will disappear without having to fight them. This makes it so that allowing the rebels into your city will be a cheesy way of getting rid of all rebels without fighting at all.

Just curious... what happens to the zone production on the turn the rebels occupy it? Does it go to zero?

When minors take control of a public asset, they close it, ie. it takes IIRC 50 asset damage per turn until it is destroyed.
