[1.2.8.8] Admirals and Generals stacking in the same fleet.

I doubt it is intended, but generals and admirals tend to stack in the same fleet when there are multiple fleets (planets and stations) they could go to. Not only they stack in the same fleet, but on the very same ship, meaning we can lose a bunch of them if said ship get destroyed. In a resent game I got 6 new admirals from escape pods, all in the same location from ships destroyed by the Shakturi.
Edit: The only way I found to get around the problem was to manually assign said characters to fleets so they are not crowding the same ships.

I will dig in my old save for an example. I now tend to manually assign my admirals and generals so they are more evenly spread out among my fleets so I have to find a save where I had not done it yet. I will come back with one.

I'm playing 1.2.9.2 as Mortalen in my current game. No special settings or mods.
My best mortalen admiral insisted moving several times to an troop transport fleet with almost no fleet power. I moved him manually to a fleet with high fleet power, but he went back several more times to the troop fleet.
Below an image of first time he did it. I know his best friend is on that fleet, but you know, orders are orders.

@Buio - I noticed you uploaded the save through our issue report system. I'm unable to reproduce admirals returning to a fleet with only troop transports. I see them assigned to 2 of your strongest fleets, while your generals are with the fleet with troop transports.
Do you have other examples of this issue?

Strange. I did test it on the save file once. I set game to 8x and did nothing but wait and check fleets, and in my game they moved. One back to a smaller fleet and the other to the troop fleet (as in the image). When I got time I'll try to test more with Mortalen and see if I can produce same result again later on and save file right after if they move too.

Has anything been done about the character stacking? I still see it occurring, even in 1.2.9.7. One thing I noticed is the AI try to relocate the extra people, but all characters pick the very same fleet so the issue repeat itself. Like in my current game I seen about 5 admirals being sent to the same fleet, 4 coming from the same donor fleet. I would be nice if the destination fleet had a flag indicating an admiral or general is incoming so no other can pick the same destination. Would be nice for us players to know as well so it's easier to distribute characters around without going back and forth between screens.

Any saves you could share showing what you're seeing?
The last save I sent is a good example of it.
