[1.2.8.8] AI does not use ships given

In the current game I'm good friend with an Ackdarian empire, and they started a war with an Teekan empire who I'm no friend of.
I had just created a small but powerful fleet of found derelict ships. I sent them to an Ackdarian system, then disbanded the fleet and gave all ships to them. But as their war went on, they never used them for several years. Sitting around the same star where I left them (I have vision over the system). The Teekan empire conqured two worlds during this time and the ships never moved.

Hum... I gifted ships on multiple occasions to friendly empires but I never checked if they actually used them. I guess i just burdened my allies with ships they have no idea what to do with.

Do you have a save from before and after you gifted the ships?

I will check if I have a save before the gift. I can create one after as the ships are still not taken in use.
