Reporting this issue per discussion on Discord.

The CEZ zone only allows a layer strength of 1. If the user enters a value of less than 1, the value reverts to zero.

Alternatively, it would be helpful if there was an option for the CEZ zone to keep the underlying layer & CZs instead of requiring manual input.

Just want to bump this and make sure it wasn't overlooked
