How about no major country diplomacy and no early allied DoW on Japan EXCEPT if allies discover Japanese amphibious forces close to India, Australia, USA etc.

seems a bit subjective to me

If you (allies) wish to DoW then thats fine with me

Well that works. I just don't like the Axis taking advantage of a prohibition against a Dow then lining amphibious forces right outside India or Australia with impunity. Realistically this would trigger war.
