Does the Turn 1 South Front Activation work?

11.2.5. Unlocking the Soviet Southern Front
If a Soviet national hex south and east of 187,187 (just
southeast of Lvov) is Axis controlled then all of Southern
Front and related airbases will be unfrozen.
If I understand the t1 front activation rule right, the Russian units in the southern front will move only, if I (Axis-Player) meet the conditions of that rule. I want to avoid the movement of Russian units early in the game, so I attempted to make all things right and did not move any of my troops south of the special marked point on the map.
Please look at the screenshot below. Will the Russian troops unfrozen or not?

They'll stay frozen. On your screenshot can you see the red triangle saying T1 S Front Activation? That is the top left hand/northwestern corner of the 'box' representing the activation zone.

Think of it more like this:
If you cross the red line the Soviets will be unfrozen. Your ZOC can extend into the red lines, but if you move into the red lined area your unfreeze the Soviets.

Hex's you cannot enter/flip. Red circle is just for reference, you can enter/flip that hex.

I don't think this is true, at least not with my correspondence with Joel.

Most likely it is a normal "X and Y coordinates"-thing. The triangle is visible in hex [187,187].
So you can take all hexes on the same X-coordinates, so all that are X=187. And all that are Y-coordinated 187.
So as Deke did show above. (+ the Hex with the triangle inside, which you can flip as well).

Soviet units attached to the Southern Front along the Rumanian border are frozen for
the first turn. These units will be unfrozen if the German player exceeds the constraints
in 11.2.5.
