AT Weapons Usage in Infantry Engagements

Hi Steve,
I've received player feedback that AT grenades, PIATs, and Panzerfausts are sometimes being used in infantry vs. infantry engagements. This leads to situations where, if the infantry team survives the encounter, they are left without AT capability when facing a vehicle later in battle.
How can we adjust the data to prevent this behavior? Both the primary target and valid target settings for these weapons are set to "vehicle," yet they still get fired at enemy infantry.
Some have suggested reducing the "Blast Radius" or "Blast Rating" settings since these are hollow-charge weapons. Can you confirm whether these settings influence their use against infantry?
This issue is difficult to reproduce, as it doesn't occur consistently. Any insights you can provide would be greatly appreciated.
