Better division editor.

I would like to see some updates to the division editor in rule the waves 3. Currently you cannot have a proper order of battle with hierarchy, with larger fleets, smaller task forces, and focused divisions, instead everything has to be disjointed divisions. I think creating a proper order of battle would be very helpful and a nice addition.

That's a yes-and-no thing.
I wouldn't be surprised to find they're working on that as part of the UI upgrade, with formations now having their own tab.
But I digress.
Divisions are only disjointed if you don't give them roles and attachments.
E.g:
Battle Division 2 Flag
Battle Division 4 Core Battle Division 2
Cruiser Division 3 Scout Battle Division2
Light Cruiser Division 1 Support Battle Division 2
Destroyer Division 10 Screen Battle Division 2
Destroyer Division 11 Screen Battle Division 4
Destroyer Division 14 Screen Cruiser Division 3
The game will, where possible, bring that whole grouping in as a single fleet.
Additionally, if you order the lead division (Battle Division 2 in the above example) to move, the subordinates will receive the same order.
