Lack of Side Skirts for APC/Mech Quad MG: Feature, bug, or oversight?

During a discussion about a PBEM game, I had mentioned how much I liked Quad Mech MGs and someone else pointed out that Side Skirts did not apply to them which made them more vulnerable to infantry than he thought they should be. This made me look into APCs and realized that they also lack Side Skirts. However, the in-game text for both the tech and model design is very clear that it applies to tanks only. Is this intended to simulate the inherent role difference between Armor and APC/AFVs? Thank you!
