USA violates the Trade with Japan no chit lost (it seems it is no bug)

The USA should have lost the BP (which I think it did) AND lose 2 chits (which it didnt).

From RAC:
If the U.S.A. was in default, Japan must randomly remove 2 entry markers from the Japanese entry pool. If there aren’t enough markers to remove, the U.S.A. can never declare war on Japan and must now start taking markers from the Germany/Italy pool. If there are not enough markers there, the U.S.A. can never declare war on Germany or Italy.

Well, now that I think of it, "to be at default" can be considered so if one side doesnt comply with its obligations, however:

1 Those comprise fulfilling all the agreement including the reception of USA BP or

2 they consist only in sending the USA the 2 resources, and the USA refusing their BP doesnt mean being at default?

Whichever power does not meet its obligation is in default. The USA is in default if it does not or cannot send resources. Japan is in default if it does not or cannot send BP.

Whichever side does not provide sufficient CP for transporting these is the one in default.

Yes, but USA kept 2 CONV, so they can still send the RES, but they cannot get thier BP.

So, not having a third CONV to get their BP is a default, or it isnt because their due is sending and receiving is not compulsory?

It is pretty simple really. If the US can deliver the required resources as far as the Central Pacific sea zone, they are not in default. If they fail to provide the CPs to get their BP, they have not placed Japan in a default position, but they have lost the BP.

Losing one or two BPs is their only penalty.

Similarly Japan only has to have enough CPs in the Japanese Coast to deliver the BP. If they can't pick up their resources, too bad for them, but they have not placed the US in default.

Resources are delivered before production can happen so you check the CP line for resource capacity first (if someone thinks that matters).
