Reading through the manual I thought in the situation pictured that there should be 182 logistic pts used at the mine since it produced and delivered to shq 182 metal. Can anyone explain what is going on?

Used Points are shown when resources are transferred to units or between zones. In case of assets like mines that are inside your zone they produce directly to zone stock visible in items tab and then the zone stock is send out using truck station to SHQ so the used points goes from city not from assets
