1939 Baltic Convoy Route

Playing the Axis in the 1939 scenario, I see that Sweden sends 25 Resources to Germany using the Baltic Convoy Route (Trade Agreement). This is shown in the Convoy Screen. I also noticed that Finland sends 10 Resources to Germany, using the Baltic Convoy Route. This does not show up on the Convoy Screen. That said, Germany does show as having used 35 Merchant Marine. So, does Germany benefit from 10 Resources from Finland, or is this a bug? Compared to the 1942 scenario, where Finland (Axis ally) does have Resources shown on the Convoy Screen, this has left me a tad confused re: the 10 Resources in 1939. I thought it might have a parallel in history, but it seems Finland did not use convoys to send Germany anything in 1939. If this is an intended part of the game, what's the rationale behind it? Finland, as a neutral in 1939, shouldn't follow the rules for an Axis Minor Ally, should it?

I answered this on Steam where you posted.

I think you are getting things confused. 1939 Only Sweden and USSR sends them resources totaling 35 MMs. Romania sends their oil by rail.

Only in 1942 does Finland send 2 resources by MM They use 28 MMs for resources from Sweden, Norway, and FInland

Thank you kindly for your attention. Yes, the confusion is mine. I should have looked in greater detail before posting. The 10 resources I wrongly attributed to being sent by Finland were in fact the 10 resources sent by the USSR to Germany as part of the Nazi-Soviet Pact of August 1939. The route goes to Helsinki by land and onward from there by sea. My apologies for a rash post.
