Zephyr8/s UAV altitude and RTB issue

I posted this over on the Github site and Pygmalion suggested it should instead be posted here. It may be related to the way the propulsion system is set-up (it's apparently modelled as 'nuclear' in game.)
Zephyr is a solar powered high altitude drone (sometimes called a 'pseudo-satellite') used by the RAF. It is designed to operate at altitudes of over 23km (76,000ft) and with an endurance measured in months (longest known flight was 64 days).
When used in game the aircraft is unable to climb above 2000m and it immediately declares BINGO fuel and RTB.
The data in the database entry looks right, but it is not being implemented properly.
