Finland got moved by Allied diplomacy. It says they are 0%, but it still mentions axis as their allegiance. What would happen if the Axis declare war on Russia now? Would Finland stay neutral or still go to war?

This means they are still pro-Axis, so any scripts simply requiring them to be neutral and pro-Axis will fire, though a further Allied diplomatic success would change that.

that's bad news lol since I'll never be able to get it now. why is 0 still axis!!! seems unfair
