Supply Required

In the base information screen can I get an explanation of how the plus and minus buttons work

They increase or decrease the amount of supplies the base will attempt to get. The minus button is only present when you have already asked for more than the minimum the base requires to sustain forces present for 3 months at current usage. However if you are expanding anything, then you want to ask the base to collect more supplies than normal (and you can tell the base to hoard them by changing that "no"button to a "yes")....

But units in the field still get their supplies first.

To expand on this you should try and keep it at a level above the threashold required for normal operations. E.g. 10K for auto repairs or possibly 20K in some locations for auto repalcement. The game will normally do this for you but sometimes it gets it wrong especially when it comes to expansion of any sort.

Never been sure if I do it right but initially I look at the supply present then increase supplies required until it get to >=10K. Then I add one click for each factory capable of expanding plus one for luck. Why well when a base expands it uses 1K. This will take it below the 10K threashold and the base won't get it back immediately, possibly preventing expansion next turn. The chance of a base with a large number of factories expanding all in one turn is remote but possible. So once the level has settled down I reduce supplies gradually to a more managable level.

If you playing Japan setting this on the first turn is essential for base in Japan, mostly for aircraft factory expansion.

DKF has Rangoon with a Union Jack showing so I think he is playing Allies. That 1000 supply for expansion is for industry. Expanding port, airfield and forts depends on level and terrain and how many engineers are working on the project.
Be careful about using the stockpile button - it can mess up supply flow to other bases. Use it briefly if you need to get across a threshold like 20K supply for aircraft replacements, but then turn it off.

Yeah, nore than once have I've suddenly noticed lack of supply at a few bases that have normally been stable only to realise I'd turned up supply to 20K and the base drawn supply away from them.
