Influencing opposing regimes

Does this actually do anything? My spies have given info to factions of other regimes many many many times and their profile's have remained the same for the entirety of the game.
Maybe I'm using it wrong? The way I understand it is this: I would want to support a faction of an opposing major that prefers a profile that would weaken the regime's profiles causing them to lose regime feats. On my game, every regime that I have influenced has all their factions preferring democracy and mind with the only difference between them being that one faction in each regime prefers enforcement, another commerce, and the other government. Every one of the regimes also has 33 points in enforcement and government with commerce being the leader at values ranging from 47 to 57. This is despite me supporting the syndics every single time in an attempt to increase their enforcement level because i want them to lose commerce regime feats. I've supported the syndics of several regimes at least 50 times and haven't seen any of their enforcement profiles go up. I feel like I'm not understanding something correctly here.
