P-47s strafing Essen while escorting a 22k feet B-17 raid

Title says everything.
I had 96 P-47s close escorting a B-17 raid into the Ruhr.
B-17s bombed their target and next minute, the P-47s are strafing the Essen railyard instead of escorting the raid?
Intended behaviour?
If so, how can I avoid this in the future as it seriously compromises my limited escorting ability?
I do know you can have the escorts join up after the raid does their bombing, but that doesn't fully solve the problem.
