towns that are on one side of a super river

Is there a solution to this - I created a town on the banks of a super river that has no bridge across but no units can enter the town unless they have engineering assets.
Without opening the hexside v. actual flow debate, do I have to edit the town off the super river hex to be able for all units to be able to enter it even though the town literally hugs one side of the river?
Or, in this case does ZOC "represent" units in the towns and the towns are only there for visual aesthetics?
In my example, these two towns are across the river from each other without any local bridges; Actual map
