Tick boxes in Doctrine

Apologies, but can someone please explain what is the function of the tickable boxes in the doctrine window during a game.
I can understand it as part of the Editor where, for example, I might want to un-tick use of nuclear weapons, to deprive this doctrine option in the game. But during the game do they have a function at all?

Only usable in editing, but shown so the player sees what they can change.

From pg 122 in the Steam manual...

"The editor can set these to be editable by players in game mode by checking off the Player Editable checkboxes"

Yes, the tick-boxes are supposed to indicate which fields are definable by the player, and which ones are locked by the scenario builder. Probably the most common use for this is to limit the player being able to use nuclear weapons whenever they want.

That said, I think the new beta has a mistake where all of them are editable by a non-edit-mode player.
