If base has a Runway grade Taxiway, would that substitute for a normal Runway if the latter has been destroyed, or destroyed Runway (i.e. 99% damage) equals "airbase closed"

Yes, aircraft should be able to use the runway-grade taxiway as the primary runway in this case.

IIRC, one of the comments in the manual is runway access and taxiways should be the primary targets for degrading a runway. I know its been mentioned on the forum several times.
