ASCM & Terrain Following Flight Profile in weapon's properties

If one reads the properties of all Harpoon variants (and I use them as example) one will notice that both the below are mentioned
- Flight Profile - Terrain Following
- Flight Profile - Level Cruise Flight
1. Aren't the above profiles supposed to be mutually exclusive?
2. With ASCM ON, the harpoon will not fly over land mass, which is fine. But what does "Terrain Following" mean then, when listed in the Properties of a missile?
3. In all ASCM missiles that I have observed, cruise altitude is stated as AGL (not ASL). Where can we get the ASL number in respect of those missiles that do not have terrain following capabilities?
