Does anyone know anything about this file format, and how these pics can be edited, changed, or added to?

You need to ask this over on the oob forum. Warhorse is the one who is in charge of this now, and if anyone knows its him. Image
All I know how to do is switch them around if I can find the correct number that goes with the correct piece of equipment.

Hello Paul, I use Paintshop Pro 6 to open them, I'm sure there are others. It's a tricky palette, 256 colors, which is finicky, as you will notice by some of the complaints of "psychedelic" colors and such. The size has to be the same through-out also, not at home right now, or could tell you that too.
