See 2 M29 flights from Ravnets (Romania) traveling south towards East Thrace. They insist staying around 2-3K despite ordered to 36K

Same A/Cs when assigned to a CAP mission stay at 300ft altitude despite station setting being 36K
Seems like case #16689 persists

This seems more like a scenario related issue as I can't reproduce it in other scenarios. Unassigning them while they're unassigned fixes the issue

No unassigning does not work . But I will try and reproduce in another setting
