What is happening here?
Both F-35's refuse to RTB and instead go to refuel from the MQ-25. Both MQ-25 are set to refuel not allowed.

is Bug using.

You have to set the F-35's doctrine to not allow refueling

Ok. So this option does not apply to tankers (any more).

Meanwhile I did some testing from an earlier save.

At 16:33Z Flight 2038 RTB's on mil power to around 30 nm from the CSG
At 16:34Z, they Bingo and turn to the Tanker 250+ nm out. And they do so regardless of the doctrine "Give priority / Pick Tankers between us and objektive".

I don't mind the micro-managing switching on and off refueling but how should this work for the AI side?

There are multiple ways to do this for an AI side. swapping missions with different doctrine, lua, etc. If you are talking about changing doctrine based on event, action, or location.
