Is it a bug or feature?

As Axis I took Greece but not (yet) Yugoslavia. Axis minor countries (Hungary, Rumania, Bulgaria) were still in the game and allied to Axis. I noticed that the Italian controlled Albania now has WORSE supply situation than before I took Greece. It seems that Main Supply has priority over Port Supply even if it is worse than Port Supply. Since in this situation Albania is far from railroad at the end of a long road north Albania does not get any supply as opposed to Port Supply at the beginning of the game.

Correct. There is no way around it. I had to choose one over the other with the current system. It was a bug dynamic I didn't realize when I made the game and only appeared after release.
