Not bug: 7.00.01 Greece conquered incompletely but Crete remains neutral

Should be beligerant, against the Axis.

This is correct. From the Complete Conquest section of the rules: "Each remaining territory and conquered home country it controls becomes controlled by the major power with the greatest influence in that country or territory (see incomplete conquest above). If no-one has any influence there, that territory or home country becomes neutral."

Greece was completely conquered and Crete is a territory. (not reachable by a Marine from Athens - see 2.5 Control)

No one had influence in Crete so it goes neutral and if DoW'd, the US entry penalty is the same as for a minor country (also stated in the same paragraph) under Complete Conquest.

Wow, I even consulted with my wif group before asking, to make sure.

We always had Crete conquered for the Axis even with no Axis unt there. But, surprisingly enough, it is as you say.

If no-one has any influence there, that territory or home country becomes neutral. Each neutral territory may subsequently be declared war on as if it were a minor country.
