Depot sending out freight during enemy turn?

Depots far behind the frontline are constantly sending out freights during enemy turn, making it impossible to hoard freight for them. I found it out through disabling the FOW. Is it intentional and if it is why it happens? Pic below comes from a test run of Stalingrad to Berlin campaign.

- Kovel is sending out 262 tons of freight in the middle of pretty much nowhere.

- This four depots along sent out 1148 tons of freights. Not a small number even for a frontline depot.

are your units in combat in the enemy turn, do they get an ammo resupply after a combat?
Have you tried turning down the priority of your units.
I found it difficult to keep depots topped up in a previous game, but if you set your unit priority down, I think they are less insistant, don't burn through so many vehicles, and depots may store more.
Interested in your findings.
Also as russian in that scenario, many of your units are vastly understrength in that area, so it will be a struggle at the best of times, I think many start at below 50%.
As russian, I remember you are low on pool vehicles, and many units in the Stalingrad area need a lot of rebuilding.
as a wild suggestion, you could try priority 3&4 for units on resupply depots, and use 1 or 2 for those in the middle of nowhere.
You would probably have to do more rotation of units though.
Also are you sure it is genuine useage?
Rail use I think drops at the end of the turn, but you can start the next turn with some rail load in some places to mimic congestion on rails / blocks etc.
Can look wierd when you have a single line with a few hex at a different useage....

Are you doing Air missions? Have AGs nearby on Airfields? I think this is related to Supply sent out to airfields during your air phase. When freight gets sent out during that phase on top of the freight during your logisitcs phase, it's possible this freight is not being "erased" from the Tooltip (I'd guess).

this is indeed ar rly wild suggestion
Priority is not just a priority (that's just the smaller part of it supposedly), it is more importantly a % cap on goods up to which refills are attempted.

I know, but on the higher levels they demand more supply from further and further away.
so your chance of having any spare reduce.

No. This is the unmodified HvH Stalingrad to Berlin scenario on T3. I specifically started this for just test purpose to make sure there's no other conditions involved. There's no ground/air units near those depots.

In fact the math do matches which means it is not likely a display bug. 7040 - 262 = 6778

It's not unusual for depots to provide freight during the enemy turn. For instance, units that defend in combat are resupplied with ammo, if within range of a friendly depot.
