  • Manpower (14827→14447)
    Using the CttRA and rkku figures of 14483 as a base over the German Intel report of 14454, which seems to be missing at least the Veterinary Hospital.
    From that then removing 36Men which would be part of the Armored (tanks) part of the Recon Battalion.
  • AAMGs (15xQuad+18xDShK→24xQuad+9xDShK)
    As again mentioned further down in the 08/1941 TOE, here already 6 Quad AAMG were present in the Regimental TOEs. Giving 3x6=18 in the three Regiments. Overall in this TOE even seems to have had 24 Quad AAMGs, but for some reason some sources give only 15 Quad AAMG. The totals remain the same tho, always giving a total of 33 AAMGs (Quad+DShK).
    The math exactly works out when simply mixing up the AAMGs with one another (e.g. 3x6=18 with 3x3+2+3+1=15 versus 3x6+2+3+1=24 with 3x3=9 ...and so), so I assume it's an translation related error. Russian sites and the German intel give the 24Quad+9DShK while english sources like the CttRA give the 15Quad+18DShK.
    It's also possible it's related to some amendment in June 41 or so...but the more likely situation is a confusion of the AAMG types I'd say.
    This is a good example with listing all the authorized numbers for the 400series TOE, clearly showing a 24+9 setup.
  • Flamethrowers (4x→3x)
    Numbers should be reduced from 4 Squads to 3 Squads, no compromises or so need to be made here. The Platoon had 30 Flamethrowers and a total of 38Men (33 in Squads).

    The Division's Sapper Battalion contains some "Blocking" Platoon, the role is not 100% clear. In this post someone tried to figure it out and found it being related to radio mines and other electricity used for creating types of barriers (smth. like that, autotranslation is bad).
  • Recons
    Take the 12xRifle Squad (-) [make it available 06/1941 already] for Regimental Foot/Mot. Recons.
    Divisional Foot Recons had LMGs and SMGs, so regular 9xRifle Squad 41 can be used.
    Cavalry seems fine with 9x, could also instantly use the following Squad type from 07/1941 but also fine as is.

In order to increase the firepower of the rifle division and cavalry division, the State Defense Committee decrees:
To change the organization chart of the above-mentioned divisions and have:

1. In a rifle division:
a) not 54 - 50 mm mortars, but 81 - 50 mm mortars, having 1 - 50 mm mortar for each rifle platoon;
b) to have not 18 82 mm mortars per rifle division, but 54, having in each rifle battalion not a mortar platoon, but a mortar company consisting of 6 - 82 mm mortars.

№ 91. Order on the reorganization of mortar units into battalions and divisions [Divizion, so Battalions ...]

The current organization and combat use of mortars, scattered among small rifle units, does not provide the necessary fire action against the enemy.

Mortars operating alone lose a lot in terms of firepower. Mortar fire, which is distinguished by a great moral impact and material damage, if not used massively, does not give the necessary results.

The same fire of a mortar group, centralized in the hands of one commander, by its power, destructive effect on the enemy always leads to its rapid suppression and destruction, predetermining the success of the battle of rifle units.

The ease of carrying mortars, the simplicity and accessibility of choosing firing positions make it possible to maneuver a group of mortars from one direction of battle of a battalion and regiment to another, which can achieve fire superiority over the enemy in a short period of time.

The existing organization of mortar units does not meet these advantageous requirements and is flawed.

I order:

1. To cancel the existing staff organization of dispersed mortar units.
2. To remove mortars from rifle companies and battalions and in each rifle regiment the regiment commander should have at his disposal {115} a mortar battalion of 3 companies, in each company 4 platoons, in a platoon 4 mortars.
   In a mortar company to have two platoons of 4 50-mm mortars and two platoons of 4 82-mm mortars. In total, a mortar company has 16 mortars; in a mortar battalion 48 mortars.
3. Remove 120 mm mortars from the rifle regiment and place at the disposal of the division commander a 120 mm mortar battalion consisting of 3 batteries, each battery of 3 platoons with 2 mortars per platoon. In total, a battery has 6 120 mm mortars, a battalion has 18 120 mm mortars. [117]
4. Regiment and division commanders are to use mortar battalions and battalions in a centralized manner, using them en masse and by maneuvering companies and the battalion (division) as a whole to create superiority in firepower over the enemy in the direction of the main attack.

Widely use maneuver, surprise in opening massive mortar fire to destroy the enemy's manpower and material resources.

№ 92. Order on the introduction of submachine gun companies into the staff of rifle regiments

№ 0406 October 12, 1941

In modern infantry combat, mass{116} automatic fire represents a huge firepower, hampering the enemy's maneuver in defense and decisively suppressing his manpower during an attack.

Automatic fire, used suddenly and by a large number of submachine guns, allows the enemy's battle formations to be immediately disrupted and the enemy to be severely defeated.

The organization of submachine guns that exists in our infantry does not give the regiment commander the opportunity to decisively influence the enemy, both during the offensive and in defense, with mass automatic fire and thereby dominate him.

This same organization does not allow the senior infantry commander to have in his hands a permanent, maneuverable, strong fire fist of submachine gunners, using which in any combat situation the senior infantry commander could firmly impose his will on the enemy.

In order to eliminate the existing shortcoming in automatic fire of the existing rifle division according to the organization chart No. 04/600, I order:

1. To place at the disposal of the regiment commander a company of fighters armed with submachine guns (PPSh) in each rifle regiment.
2. To call the company a company of submachine gunners.
3. Rifle regiment commanders are to widely use companies of submachine gunners to create decisive fire superiority over the enemy in close combat, in ambushes, during flanking, searches, to cover maneuvers, using the surprise and mass nature of automatic fire.

    I did not find TOEs from 06-08/1941 which are actually containing the PTRDs already. Most likely to me is that they got added to TOEs later on without highlighting them as an Amendment.
  • Mortars ([54-18-6])
    The Mortars were vastly reduced to 54-18-6 for a short period of time (~early July till early August, see Timeline above). Looking through several Strength reports which include authorized strengths it seems like the later setup of Mortars were more common (together with the setup of the prior TOE which also remained in service). So applying this TOE to the Division created during this time makes sense (it's about 50, see Timeline).
  • Sappers (19→50)

    As with the 04/1941 TOE massive amounts are missing, not sure what the reason for that is.

• Militia 06/1941 (similar to the small one, slight differences)
  
  General Note.
  Hard to rly find main sources or general proper Infos (and obv. each RD, especially amongst these Militias looked different). So I don't think I can right now look deeper into this.
  
  As far as I've found/seen the initial idea was to either use the normal TOE from 04/1941 with ~14k+ Men. The ~10500 ended up being the Lenigrad's sizes by massively reducing (or missing) all the Supporting stuff (as with the Moscow TOE, probably not as pronounced). Somehow as the quote shows there was already before the war some proposed ~9424 Manpower Divisional TOE (I can't access/find the source for that number in the Source), which is reflected in the Moscow Militia TOE, which seems fine.
  What both, Leningrad and Moscow region Militias ended up looking like is more in the area of the small 08/1941 TOE, so the currently ingame TOEs therefore look pretty good and could only need minor changes eventually, if any. There are just some Militias/Communist RDs which got later mobilized or last long enuff to even be remotely close getting PTRDs, so I assume this causes the PTRDs to be present already in the initial TOE.

  For the Moscow Milita RDs it is mentioned that the AA (batl.) was missing, this is a change I could imagine would make sense.
  Removing the PTRDs from the "regular" Militia TOE (so the one Leningrad RDs use) seems reasonable, none being around anymore when PTRDs pop up in 12/1941.
  
  Divisions that exist during period when PTRDs are a thing:
  2nd Communist Moscow Militia Rifle Division
  3rd Communist Moscow Militia Rifle Division
  4th Workers Moscow Militia Rifle Division
  5th Workers Moscow Militia Rifle Division
  ...all others have been renamed prior.

• Guards (only starts 09/1941)
  Nothing specific known.
  The first four Divisions were made Guards on 18.09.1941. Ingame it starts with T12 (07.09.1941).
  
  An idea would be to use an ameneded variant of the 600series TOE (Amended 10/1941) for this Guards TOE, it'd not be 100% historically reasoned (as in: this change wasn't influenced by Guards, nor was there any distinction between Guards and normal TOEs during this time (afaik)).
  This could include either of these changes:
  • 81x50mm+54x82mm Mortars changing to 72x50mm+72x82mm Mortars = +241Men
  • addition of the three SMG Companies (one=9squads of 10Men per Regiment) (+27 SMG Squads) = +300Men
    Latought this Squad's production only begins 10/1941, so tere'd be some leeway
  
  ....both are amendments/orders made on 12.10.1941.
  Just an idea, as said not necessary or 100% history-related.
  
• Reduced Shtat RD TOEs [OB:2327-2352]
  I don't know what exactly they are based on/intended to do, they are not used in GC41 at least.
  The regular TOE (which we discussed in this Post) was "reduced" by erasing one Artillery Regiment and so on.
  The "Reduced" subject only later pops up (again) in ~1943 historically as you may see further down in the Thread. Possible that there were also been some adjustments prior but nothing "official" or not in a scale worth making an whole set of TOE for?!
  
  The Levels of this TOE's reduction I only know from ~1943+, since it requires quite a lot of "cutting" (324→108Squads).
  1. removing one Squad per Platoon (4→3), happened
  2. reducing the Battalions to 2 per Regiment, happened "oficially" in 12/1943 (one I know of)
  3. Reducing one more echelon which ussually has 3x to 2x (happened in varying versions)
  
  Additionally they are (except one other TOE) the only TOEs so far using the Reconnaissance Squad 41 with 11Men [10SMG, 1Carbine] which is also weird - A Squad I do not know what it is based on, but at least can good be used as Recon Squad in the Rifle Divisions from 12/1942 TOE onwards to represent the massive SMG influx.

    It is noted that only a few Divisions ever received the Rockets. So the Manpower must be substracted.
    -191 manpower was removed (including the three AAMGs 12→9)
  • Mortars (Mot.)
    There were optional additional 18x120mm Mortars possible. Looking the ingame values for Trucks (only around 60 while IRL it was 220+ and 152 without the rockets+120mm "mot.") it does not add up using the "Mot." for calculations as the standard, so the towed (horsed) 120mm mortar manpower stays and the "mot." is substracted.
    -213 manpower removed
  • Sappers (15→30)
    Here it is not 100% clear. The total of the Battalion was/is:
    now: 241
    before: 417
    future: 228
    So there are varying versions how it could have been changed, Companies were most likely reduced from 3 to 2, but further the Squad number (4 or 3) and the Manpower per Squad (8 or 9) are not clear to me. Made it a compromise.

    12Men vs 11Men Squad Issue:
    For this TOE we may I accounted for the Soviets authorizing 12Men per Squad. Before it's usually been 11Men Line Infantry Squads, after it it's been 9Men. This also goes for the Rifle Briage 04/1942 during this period. So a solution applied to (Div/Brig = Corps) equally is preferrable.
    This period is simply the one with the biggest ever Company size (CttRA), partially caused by this temporary Squad size increase.
    
    Base is 12813 or 12795 (I am using the first right now, it includes Post- and Payment-Office and +3 in Div. HQ)
    
    Two possible proposals:
    1. Simply substract the 324Men. = 12489
    2. 324 (missing men) - (30 Sapper) - (24 Cav) = 270
       ...by adding 3xSapper (so the Squad number of Sappers is correct) =30
       ...by accounting for surplus Cavalry with 12Men Squads vs 7 or 8 Men Squads ~(6x12-6x8)=24
       So 12813-270=12543
    
    
    I'd argue to use proposal 2, making it correct number of Sapper Squads and 12543Men per Division.
    And apply the same logic to the 04/1942 Rifle Brigade.

    I decided to add the 27HMGs here, not 100% Guards related (if related to anything actually), ...but would make sense. I basically added 3 HMGs (so one "group") per Battalion to the already existing HMG Company with 9 HMG each, using a ratio of 6Men per 1 HMG. It'd also be possible that those additional HMGs (if actually in place) were already the later found HMGs inside the Companies (1 per Company in regular TOEs from 12/1942 onwards), but I don't want to mess with the Company when adding it in this issue.

    Here there are contraticting infos on whether each Regiment had 6 or 7 120mm Mortars.
    Many Divisions kept the 300series of 08/1942 TOE at least till 02-04/1943 it appears and therefore those ran with the 18x120mm Mortars. Not sure if there is a 100% truth here. I found two mentionings in interrogation reports, that the 7th Mortar in a Regiment (making it 21 instead of 18) was somewhat "separate" because this one was supposed to be "directly available for the Regiment and/or Battery Commanders". I assume this causes some of the confusion.
    I decided to go with the 21, since there's just too many proper Sources citing the 3x7=21.

    I did so far not find proper mentioning of those 9 DShK in Guards TOEs. I only have this calculation accounting for 3xDShK per Regiment, but it also accounts for 24x50mm+24x82mm Mortars per Regiment (instead of 18+27)...so it's little weird. Additionally the 120mm Mortar is separated, so it reminds one more of earlier TOEs (before 12/1942).
    Mostly the AAMGs re-appeard in Divisional/Regimental TOEs sometime in 1944 again.

    Guards supposedly had 3 Companies (CttRA) in the Divisional Engineer Battalion, leaving the 24 Squads (to fit the total Manpower).

  Following is a German Intel calculation from late 1943, it again contradicts the 18 vs 21 Mortars in the Regular TOE. Otherwise this should be about the best listing I could find. They make some conclusions/comments at the end in which they compare it to the TOEs used before the 12/1942 TOEs.

  The numbers of SMGs were equally to the Regular TOE increased, to 2480 in late May 1943 for the Guards.

    10708 - there seems to be a slight increase of ~50, due to either newly adding or previously forgetting to calculate into the totals of some small Supporting elements. In this case mostly the Division's Artillery Commander Battery mostly. Adding them here fits well, for when negative Ammo modifierts are reduced in 01/1944 I suppose.
  • Line Infantry

  Major TOE that changed was the Regiment Shtat No. 551 of 22.08.1943 which I posted here already. It must also be the reason for thw hole 9→11Men increase, which therefore needs to be accounted here.
  
  TOE(s) changed in varying ways during late 1943 and 1944 and several different proposals were made which TOE to use at which manpower strength of a Division, Squad compositions and Squad numbers per Division also changed.
  
  Currently no Reduced strength Divisonal TOEs are used in GC41. But the Rifle Squad 43 increases manpower from 9 to 11Men based on ht mentioned Reduced TOE. So if one does not want to change the 11Men Squads a reduced composition of 8k men must be used (otherwise a Corps will have 1944Men too much inside the main Squads [3Divx324Sqx(11-9Men)=1944Men), so here's a variant of the 06/1943 TOE using the 11Men Squads available in game and as comparison how the full TOE looks with corrected Squads (Sources in the linked Post/Thread).

  Many (reduced) TOEs seem to have lost the 50mm Mortars (not 100% clear when exactly, it's stated to be in late 1943). Like here is an example of a Guards unit in 10/1944 still having 54 50mm Mortars "authorized" but 0 in use. Those may need to be accounted for in Manpower if it gets to "exact" manpower figures.
  German intel concludes that from ~May 1944 50mm Mortars were no longer used.
  Then multiple of such reports/orders from early (~February) 1944 exist to no longer use those Mortars. Not found the "official order" from STAVKA/Stalin (if it exists) on that question. So it may all have been an Front/Army Level order + Reduced Strength result (see "Reduced_Baltic Front_RH_2_2517_0029+31.jpg" in the Reduced 08/1943 Post to see the removal of 50mm for reduced TOEs).
  Further there are several reports/conclusive statements on the Mortars/50mm Mortars at the end of the war, most concluding that 50mm does not justify to be used anymore.

  Here the reduction from the 10Men [10SMG] SMG Squad to 9Men [9SMG] seems to have taken place (if at all), at least it is occasionally portrayed like this, altough 100Men per Company remained the same. maybe the Soviets finally decided to get proper "runners" positions set up?! Or those dudes became Snipers? In any event, for game terms leaving them at 10Men (not 11) seems reasonable.
  SMG numbers sometimes "needs" as ~1050 while "have" sometimes like ~1250 for regular Divisions. ...this may also all be related to the many different ways of "reduced" TOEs.
  
  The 18 LMG per Company get reduced to 12 in some reports/amended TOEs (so removing the second LMG in 50% of the Squads). The issue here lies in the fact that (I think) not rly any full sized official "official" TOE was proposed before December 1944 causing this "officially", in 15.07.1943 there must have been a release of a Regular/Guards RD TOE supposedly related to the increase of SMGs, maybe this also re-defined Squad composition to some extend, otherwise I only know the reduced TOEs from 1943/44 causing it, but that'd be 8k Divisions and many other changes.

The December TOEs end with 337 LMGs (12LMGx3Cox3Batx3Rgt=324), which matches somewhat perfect with 324 Line Infantry Squads with 1LMG + some used Scout'ish or Training...

  The new regular TOE here has some oddities, like more than 3k SMGs, 1k more men than the old Guards TOE. And many more changes which as mentioned already may have never taken any effect anyways/during the war in Europe.
  
  1945 Examples, 18.03, 12.04, 19.04 Artillery reports/TOEs, include authorized figures. Looks like not much changed after 06/1944. So no general increase +4x76mm Artillery, but sometimes a 9th Battery, in this example with 122mm was added. German Intel also reports about some Artillery Regiments having one additional (the 9th) Battery getting to 36 Guns in the Artillery Regiment in total. But on the other side you also find a ton of Guards Divisions using Regular TOEs and only having the 20+12 Guns.
  In the following Amendment from late 11/1944 there it still uses 8 batteries as a base, nothing indicating an additional Battery (at least until this point in time).

  So to sum up, overall no general change towards the proposed December TOE seems to have happened in an timely manner (meaning before the End of war in Europe) from how far I can tell (until now).
  • Manpower
    The strength reports are usually still giving the same Manpower (especially Regimental manpower) which they had for years. Despite removing the 50mm Mortars (this change seems to never been applied "officially" to the old 550 series TOE, so this ~189Men Manpower must be taken into account (and was already in 06/1944 - which Manpower I will use as a base here).

    I do not have any info on equipment (if it changed), but several sources cite the reduction by one Platoon (3 Squads) and this change was also part of the new December TOE (which was never applied as mentioned).
    So Foot recons get reduced by 3, Mounted Recon stays at 3xCavalry Squad 43 (using the in game available Squads, which fit well).
  • Sappers
    There are mentionings about an increase in Sappers to 3 Companies in October (CttRA). But the thing is that (according to some sources/interpretations) the Guards already had 3 Companies. So this mentioned increase may only matter for Regular TOEs and it is either now (12/1944) or before (06/1944), when the regular TOE gets +6Squads (actually 9Squads with ~7-8Men). I have already done this in 06/1944 according to NH.

  In Game it appears this TOE gets a third SMG Company per Regiment (or a new SMG Battalion) with 27 Squads, I did not find evidence so far on that taking place (only the Regular TOE would get +3SMG Companies is mentioned). So this may be an error in current TOEs.
  Further on that issue, suddenly ALL SMG Squads receive a LMG, I suggest using the SMG (+) from the getgo for line infantry SMG Squads and stick to the normal 10Men Squads for the "additional SMG formations".
  
  Received additional formation SU-76s (16, in game its only 12?). Supposedly this formation was intende to replace the 12x76mm ZiS-3 AT Guns in the AT-Battalion.
  
  AA here the Guards receives 12x37mm AA.
