T1 Restrictions
1. No CV hunting
2. Allies can't issue any orders to ships, land and air units with exception of TFs already at sea. China is also excluded from the rule because war is already raging there for some years.

Other HRs:
1. Restricted units must pay full PPs to move across the borders.
2. Max. altitude for fighter missions limited to 2nd best maneuverability.

I'm willing to go against you.

My house rules would include
4 engine bombers no lower than 10K for bombing.
No Japanese ships past Singapore till it falls (the straits there)
Thai troops no more than 4 squares outside of country.
Only 10 Chinese divisions can enter the burma are and not until 6/42
