As Axis I managed to ally Yugoslavia via diplomacy. However it seems that the alignment of the country belongs to the last country that was needed to persuade the country to join. In this case it was Italy.
However Italy was still neutral due to the settings of the 1939 scenario. On the other hand Yugoslavia was able to declare war on Greece and attack. However the hexes gained belong to Italy which is neutral and that leads to the absurd situation where the Yugoslavian army cannot move. I had to bring German troops to circumvent this. Yugoslav troops were stuck and without supply.

That is a bug in the game. It is resolved by Italy entering the war.

Diplomacy is not intended to be used in WarPlan. I recommend against it. But players wanted it. That is why it is there.

To fix this requires some coding. But I will put it on my list for the next update so it aligns with Germany. I have to see how much work is involved.
