How do you unload troops from helicopter?

Get them to Hover at lowest altitude, may or may not help to cycle the "terrain follow".... then use "UNIT ORDERS" --> "unload cargo" and they will begin to unload (may take a few minutes or not, you'll see in the right sidebar .... "unloading cargo....xx minutes/seconds" if it takes any time at all.
Or just make a CARGO delivery mission.
