Excessive punishment event behaving oddly

I've had the officer giving excessive punishments event twice in the last couple of turns in this game. On both occasions, I chose the option to move him to a position ashore, which is supposed to reduce my prestige but not affect morale or unit quality. However, I noticed that fleet morale is now at -2. Also, I noticed that the officer named did not have the Disciplinarian trait (I think that in both cases they were ? ).
