[1676] Submarines with fires onboard fail to rise to periscope depth, get stuck

When you have a submarine with a fire (no flood), you get the message: "SSN xxx must urgently rise to periscope depth because of the fire onboard!"

But in this scenario, the submarine gets stuck between 235-240ft depth, with the "target" depth switching from 60 (periscope) to 240 (max) every few seconds.

This is what happens here in your scenario.

You shouldn't change the depth setting. The behavior I'm referring to is what happens when you don't change the depth setting at all (leave it on max depth).

OK, sorry.

So the sub should ascend controlled by the AI?

Yes, like with emergency blowing (in the case of a flood) where the submarine is forced to the surface. It shouldn't be possible to prevent it from surfacing/going to periscope depth.

Just to be clear, the issue is that you are allowed, as the player, to move an on-fire sub up and down in depth?

Here is a (zipped) video showing the submarine's depth behavior while the depth is set to "max depth." The issue is the submarine does this instead of forcibly going to periscope depth, yes. This also affects the AI, e.g. when an AI submarine is tasked on a patrol mission having max depth configured.
