[v1.27a Oceania] New Capital Island Logistics

Oceania scenario built on v1.26m, currently playing with v1.27a

In a multiplayer game I'm involved in, another player reports the following issue. I'm forwarding it to here since I'm not sure he's on the Matrix forums.

Situation: the player's original capital was conquered, and the game established another capital for him on another island. Apparently, that locale didn't have a ground logistics network set up yet - only a maritime one.
I have my brand new capital on its own island!
Functioning port in the hex and all looks good – kinda!
However, I cannot build a truck station (or anything else) because there is no logistical network to the hex – even thought the port provides port points.
Looks like I am stuck unless there is a private truck built.
Any ideas?

I know that logistics on a newly landed hex, supplied only Maritime LP, won't render the Organic LP range/heat map filter unless you build at least one length of road from that hex. It's kind of a long shot, but your friend could try laying down a single length of road connected to the port and going anywhere, if there isn't one already.
