Are there ways to influence votes in Alliance?

When playing with the Shakturi disabled, you can create an alliance much earlier in the game. Are there ways to influence how another empire will vote on a resolution? Because I don't see any.

For instance, I'd like to add new members in the alliance, and in all cases, one of the two other factions always votes against it (or both of them). Inversely, if I try to expel a member, the other empire that can vote oppose the resolution. So it's a stalemate, and I don't see any way out of it.

And I'm not sure that simply try to make the other 2 empires like me more would work either (would it?).

Any suggestions?

looks pretty realistic to me when observing big alliances, be it NATO or the EU...as they all have their own national interests somebody is always pulling a dick move... :lol:
