does anybody know if it is possible to edit C&C so commander's ratings go up 0.5 per level rather than 1?

0.5 edits to this aren't possible I'm afraid.

Just in case it is of use to other modding, the area where these abilities can be amended is as follows:

With the campaign open in the Editor, go to:

Campaign -> Edit Research -> Advanced -> Upgrades -> Automatic Increments
