B1706 - Air to air refueling allows all aircraft in a flight to refuel together, regardless of flight size

YAAARB (Yet Another Air-Air Refuelling Bug) :)
I noticed this one yesterday after playing thewoods save of wooden leg

Summary:
Tankers (atleast KC707) will allow an unlimited (?) atleast up to 20! aircraft to simultaneously refuel if they are assigned to a single flight.


Steps to reproduce:

Option 1: Load the attached scenario, burn a little bit of fuel off the pre-created flight and then get them to refuel on the tanker. Observe flights fuel levels (all aircraft refuel together).
Option 2: Create a flight of aircraft, request that they refuel from a tanker and observe fuel levels.

Observed results:
- All aircraft assigned to a flight can refuel simultaneously. Tanker offload rate can be immense (~440kg/s with 20 aircraft - I'm not sure what the offload rate is in real life)

Expected results:
- Number of aircraft that can simultaneously refuel is dependent on tanker configuration e.g. 1 boom = 1 aircraft can refuel.

Hi, this is a known limitation and would require an overhaul to the entire refueling system to "fix". Think of it as QOL feature as increasing the complexity of the system right now probably isn't the best idea
