[1706] Engage Opportunity ignored

An unit, not assigned to mission, ignores Engage Opportunity=NO doctrine and fires at hostile unit.
I've attached a very simple scenario which demonstrate this behavior. Just start it and wait a few seconds to detect and identify the enemy, and through the OODA.

The enemy unit in the scenario is within self defense range for the burke so it automatically engages it and ignores the opportunity target setting

In B1662 the Burke will not fire, but does in 1674, 1676 and 1706, has something changed or is it a bug?

It has been fixed the self defense for ships
