Can't get TOE to work across the sea (SOLVED)

I know how to use the TOE. You make a template for a unit using the TOE designer , then you create a unit with that template somewhere on the map. ie create a new Infantry division close to 1st HQ (as an example) and it will soon fill with troops, if it's HQ has enough of that troop type within it.

However I can't seem to get this to work across the sea. For example my Supreme HQ is on some large island and my 1st HQ is on another island somewhere. I create a new infantry division on the island where my 1st HQ is. If I make the new divison's headquarters Supreme HQ (across the sea) it doesn't fill with troops, even if the supply overlay shows bright green and Supreme HQ has enough of the troop type to fill up the TOE requirements. If I make the newly created divisions HQ 1st HQ (on the same island as the division) it fills with troops.

In other words I can't seem to get the TOE function to work across sea hexes, even over short distances. Is this just an issue, or am I overlooking something?

Do you have cargo ships in a port, source (preferred) or destination?

I like to have a my big HQ in a port city with vessels in the HQ. I try to have a port on every land mass with a HQ and cargo ships.

Ah okay that seems to work now. I was under the false assumption that TOE filling up was done in the same way as supply. Supply is done 'free' in ATG. You don't actually need physical cargo ships to keep distant HQs across the sea in supply, you're provided with many 'unseen' cargo ships in the supply phase for that. Same with supply across the land.

With TOE though it seems you actually need physical transport units within your HQ. I've been playing ATG and using TOE for many years now without knowing that D'oh! :oops:

ATG is constantly teaching me new things too.

In general, you cannot learn from mistakes you don't know you make :)
