Can not use CMO-MultiSetup-v1.08.1674.exe to only install DLC

Based on a buggy Comprehensive updater:
CMO-MultiUpdateComp-v1.08.1674.exe
I was not able to update my recent patched version of CMO to 1676. Details are available at:

So, I bit the bullet and did a complete CMO uninstall thru the MS Control Panel. Then I reinstalled CMO using the file set
with CMO-MultiSetup-v1.08.1674.exe downloaded from Matrix FTP
file size: 1.95 GB (2,097,163,536 bytes)
During the full install, I did NOT activate all my DLC. I figured I could do that later.
(this decision triggered the following tale of woe.)
The install went fine. I could run CMO; it said Build 1676. I then copied the newest .webp versions of the Images to the
working directory, and tested again. All Good.
Then I tried to execute CMO-MultiUpdateComp-v1.08.1674.exe again to install my DLC codes (which are considerable.) I got the following error window (screenshot attached)
Honestly, I seem to recall a CMO-MultiUpdateComp could install DLC codes after the fact. Am I wrong here?
So, I pressed the button, which uninstalled CMO (again), and then proceeded to handoff to the installer (again). It
remembered my CMO code, so then I typed in all my DLC codes. And did the 1676 install for the second time today. I can now access my CMO DLC.
