The seemingly never ending stream of bugs continues... This time, the bug is minor (except, probably, for a new player), but the accumulation is very tiresome...

The advisor suggests building a monitoring station at the IG252 asteroid. Problem is that I can’t build there: it’s in another empire territory:

And this time, I’ve quitted the game and reloaded the save, and the problem was there (which wasn't the case for another bug I've encountered earlier today, for which I haven't posted a report for that reason). So if you’re unable to reproduce it at your end, I’ll give up...

To be clear on monitoring stations, these are special types of stations that should be buildable in non-friendly territory. This should have a diplomatic impact, of course. The fact that the advisors are offering to build stations in another empire's territory does follow this logic. The fact that your action button indicates that you can't build in another empire's territory looks like an issue. We'll investigate.

I didn't mention that in my initial post, but the advisor suggests to build a monitor station in the territory of a faction that I'm not at war with. Are you saying that I should be able to do that?

Yes, monitoring stations are a special type of station that should be buildable in territory that you do not own, even if you are not at war with the faction you're trying to build in. As mentioned, this should come diplomatic penalties if you choose to do this.
