Germans on retreat abandoning fortifications.

Playing Russia I am finding that the Germans are making unforced errors by leaving important and fortified towns empty at the end of their turn.
Even important production centres / towns with L3 fortifications can suddenly be empty. Even putting a few low value units in them would hinder the soviet effort.
could probably provide save / screenshots if needed.

The AI is not good at playing Axis and it doesn't cope well with being outnumbered in units. I would suggest playing the Soviets against the AI for most scenarios.
