Conquered and subjugated races should not be able to colonize for their conquerors !

I feel that conquered and subjugated races should not colonize for their "masters"
I think it leads to a possible and unwanted steamroll effects and can make the game less interesting, besides, it is not really plausible that some conquered people would happily exapnd the empire of their conquerors.
Like Wekkarus conquer an independent colony of Shandar and all of a sudden they not only expand their empire to Ocean and Deep Ocean planets but to Volcanic, Carbonaceou & Sulphur Volcanic too...and so forth...
You get the drift ...!
Besides, since this increases the overall amount of settled colonies in big galaxies as every major race can almost colonize any planet type later on I feel there is a performance impact to take into account too.
