Moving to Toronto

Aug 8, 1940 and Manchester, Edinburgh, and London have fallen. There are 7 units in Great Britain, plus one each in Northern Ireland, Gibraltar and Malta.

That is a 76% chance of surrender, 70% if Gibraltar and Malta count.

I ran it 10 times and UK surrendered 7 of those.

When UK did not surrender, the capital did not move THAT TURN ever.

On the August 20 turn the capital moved to Toronto roughly 5 times.

Another 5 times, when the capital did not move, with the same number of units, Britain did not surrender once.

Questions:

1. Do Gibraltar and Malta count as "Home Country?"

2. Does the check to see if UK surrenders happen the turn after the last capital is taken even if the capital has not (yet) moved to Toronto and there is no capital?

3. Is this a feature or a bug?

1. Any territory that is part of the UK counts as home country, so yes.

2. Yes, the check applies when the country is due to surrender having lost all its capitals.

3. I don't understand the question.
