How do I remove "slow aircraft development" mid campaign?

I was at around 1911 into my 1890 start campaign before realizing that I had turned on Slow air development when i didn't mean to.
So I went into the save file and edited Techquirk to =0 instead of =6, because that seemed to be the corresponding value to that option.
With that changed I did some testing, but it didn't seem to work. Heavier than Air research area only appears around 1925, while Anti Air and Shipborne Air Ops research areas appear earlier than it.
So what other values should I edit?
