Opart is 32-bit?

Task Manager says TOAW 4 is a 32-bit process. Won't 64-bit applications run faster?

64-bit application may run faster on modern hardware, but this depends on several factors. The less obvious benefit of being 64bit is easy access to more memory (>4GB), but I doubt this is relevant for TOAW...
The application needs to be rebuilt for 64bit architecture, this may require some adjustments in the code and certainly re-testing. Since TOAW IV is an old game and not actively maintained as far as I know, I wouldn't expect this to happen.
